Road D929 starts from the Louis Trichardt Punda Maria road, Road P98-1 and provides a link with Elim Hospital and the surrounding villages.

During the severe floods experienced during the first quarter of 2000 extensive damage was caused to a 4km section of the road.

The primary objective of the project was to rehabilitate existing road infrastructure and to re-open the link providing access to the hospital at Elim.

The project consisted of the initial assessment of the damage and the rehabilitation work required to reinstate the road. A Scope of Work Report was submitted to the client including a budget for the proposed work upon which funds were made available for the rehabilitation work.

During the floods two culverts, as well as the approaches to the bridge across the Levhuvhu River, were washed away.

The design provided for the reconstruction of the culverts the bridge approaches, side-rails for the bridge, the installation of sub-surface drainage, the construction of additional culverts as well as the re-gravelling of a 4km section of the road.

The tender documents for the project was based on the Targeted Procurement policy of the National Government to ensure the maximization of the labour content of the project as well as the involvement of Affirmable Business Enterprises (ABE's) on the project.

All prescribed targets relating to the use of labour and ABE's were met during the construction period. The project was also completed on time and within budget.
